With over 16 years of engineering experience, Tom Shen established the company and leads the Structural Team at Dreamcast. Tom has always had a strong passion for structural engineering. He obtained his Bachelor’s Degree at Auckland University as well as a Master’s Degree at Melbourne University. With an abundance of experience involving diverse jobs from high-end residential, 5000 square meter shopping centres, to 10 square meter timber decks, Tom is truly an expert of his field. He is a perfectionist with a keen eye for detail, going above and beyond to meet any expectations.
Tom is proficient with modern design software such as Etabs, SAP2000, SAFE, Spacegass and Microstran. Tom is also familiar with seismic assessment and strengthening practices following NZSEE guidance.
Tom is a New Zealand registered structural engineer, internationally registered engineer as well as a producer’s statement author in Auckland Council. Tom has also involved in assessing qualification of new registered engineers in New Zealand.

BILL HUANG

Bill is a chartered professional engineer with over 18 years’ experience in public and private sectors of engineering. Bill has significant experience working on projects across the Auckland region as a senior environmental/civil engineer and as a hydraulic/stormwater specialist. He has worked at both Opus International and at the Healthy Water Department of Auckland Council. Bill’s experience includes hydraulic modelling and engineering designs of open channels and piped systems using 1D and 2D flow hydraulics, catchment hydrology, conceptual and detailed designs of stormwater drainage and wastewater network reticulation systems, treatment and mitigation devices design.
Bill has managed all aspects of civil and environmental engineering designs in support of over 100+ land development projects. This includes infrastructure reporting, floodplain assessment and OLFP analysis, flood mitigation optioneering, earthwork design, three water designs, share access way and footpath, on-site wastewater treatment design and construction monitoring. Bill’s team has successfully completed over 60 public network extension projects and projects vested by Auckland/Watercare as public assets.

Leo has over 14 years of working experience as a professional engineer and practicing in both structural and geotechnical engineering fields. He has been involved in a variety of roles as a design engineer, a site inspector, a project manager and a peer reviewer covering a range of projects including low rise residential, high end residential, commercial and industrial buildings. He is also very experienced in detailed Seismic Assessment/analysis for many commercial and industrial buildings.
TONY CUI

Tony is a senior designer with over 17 years’ experience in the civil design field, particularly land development. He has a broad range of skills through all phases of land development and has competently designed and undertaken site observations as the Engineers Representative for multimillion-dollar comprehensive land development projects and also with competing demands.
In the past 13 years, Tony has managed and provided comprehensive civil design for complex projects such as a 250m residential mixed apartment and town houses complex, 56-unit apartment buildings, commercial development at Westgate and also several public park redevelopment projects for Auckland Council.
As a senior civil engineer at Dreamcast, Tony is responsible for leading projects including managing engineering design teams for various land development projects. He also undertakes tasks including project management, contract management, tendering, obtaining relevant engineering detail design approvals, obtaining Watercare completion approvals through to Council 224c and associated Engineering Compliance Acceptance Certificates, and affected party consultation for projects.
